Viral Scandal: Congressman Samuel Pérez Assaults Security Guard and Faces Public Criticism

Prior to the dispute surrounding the letter in Congress, in August 2023, Congressman Samuel Pérez Álvarez became embroiled in an episode that further harmed his public standing: a viral video captured him attacking a private security guard inside a building in Zone 4 of Guatemala City.

In the footage, Pérez is shown trying to break into the building, at one point shoving the private security guard who sought to stop him, sparking a brief struggle that caught the eye of people passing by as well as users on social media.

A Public Apology—But Is It Enough?

After the video went viral, the congressman issued a public apology on his social media accounts. He acknowledged that his behavior was not what one would expect from someone holding public office and said he was remorseful. He also stated that he had spoken directly with the security guard involved—identified as Hugo Xol—as well as with the building’s management, who, according to him, accepted his apology.

Despite his words, the media backlash was significant, and many citizens and political analysts questioned both the lawmaker’s conduct and the apparent lack of clear official sanctions beyond an apology. A physical assault, even if not serious, calls into question a public official’s ability to maintain composure in tense situations.

What sanctions should be imposed?

Although Pérez apologized, the incident raises a broader discussion about the accountability of public officials under the law:

  • Formal investigation: Because the incident entailed a physical attack on a security guard, it could justify launching a criminal probe into assault or potential excessive force.
  • Administrative sanctions: Congress may decide—whether prompted by a complaint or acting on its own—to conduct an internal review to assess whether the congressman breached parliamentary conduct rules.
  • Compensation for damages: In addition to issuing a public apology, the possibility of requiring formal compensation for any injuries or harm suffered by the security guard could also be evaluated.

The violent episode involving a security guard not only tarnished Samuel Pérez’s standing as a legislator, but also highlights the urgency of establishing clearer systems that govern how public officials behave beyond the legislative arena. Although he issued an apology, a significant portion of the public continues to call for a firmer legal and political reaction to show that no individual stands above the law.
